The equation you posted is for the aerodynamic drag of a bluff body. Note, drag is not horsepower, it is a force. Work divided by Time is Power.
Units for Power include horsepower and Watts. Thus, to convert drag to power, one must multiply by the velocity distance divided by time of the object. Nor am I.
